Consultant for BanConsult, Inc., Okemos, Michigan. Providing analytical assistance regarding locational issues of importance to client Michigan banks, 1988 to 1991.

Consultant for Suffolk County, New York. Provided analysis and interpretation of transportation elements regarding "Offsite Radiological Emergency Response Plan (Evacuation) for the Shoreham Nuclear Power Station". I provided a critical assessment of the evacuation planning model proposed by the Long Island Lighting Company for evacuation from the Shoreham Nuclear Power Station. This assessment was presented to the County Commissioners and the Nuclear Regulatory Commission through deposition, sworn testimony and public hearings. Two MSU students were hired directly, 1983 to 1984.

Consultant for the Public Service Commission of Indiana. Although I had resigned as Director of Rail Planning, this was part of a transition period, 1976 to 1977.

Consultant for Sverdrup & Parcel and Associates, Inc., Engineers-Architects-Planners, 800 North Twelfth Blvd., St. Louis, Missouri. Consultant for railroad and state level economic planning process, 1976 to 1977.

Director of State Rail Planning for the Public Service Commission of Indiana. Position entailed continued development of Indiana's railroad plan; designation and justification of subsidized lines; negotiation of operating contracts with ConRail, Norfolk & Western, Chessie System and other railroads; and coordination with counterparts in other states of the midwest, 1975 to 1976.

Consultant for the Council of State Governments, Lexington, Kentucky. Developed computer software for states to evaluate alternative on-branch service characteristics and costs for railroad track designated by the Federal Department of Transportation for abandonment yet eligible for subsidized operation, 1975.

Assistant Director of State Rail Planning Staff of the Public Service Commission of Indiana, through the Center for Urban and Regional Analysis, Indiana University. This staff developed Indiana's responses to the Regional Rail Reorganization Act of 1973 (Public Law 93-236, 93rd Congress, HR 9142), 1975.

Department of Planning and Neighborhood Development, City of Lansing. Provided assistance with City response to Census Bureau Population Estimates for 1994. Reviewed computational procedures and results for City's revised Estimates, 1995.
